The role

The Manager Renforcement des Capacités Opérationnelles is responsible for overseeing the implementation of the MCA regional electricity project, ensuring alignment with Compact objectives and national development priorities.

What you'll do

• Oversee the planning, implementation, monitoring, and evaluation of MCA project activities, ensuring alignment with Compact objectives and national development priorities
• Monitor and evaluate project performance, propose necessary adjustments to address identified risks, challenges, and opportunities, and ensure the achievement of expected results
• Identify and report operational and programmatic issues related to the design and implementation of the regional electricity project and its activities
• Pilot capacity building activities for institutions in the electricity sector in Côte d'Ivoire, particularly in the context of the regional electricity market
• Support technical assistance aimed at promoting gender inclusion in the electricity sector, supporting the implementation of energy policies, and encouraging women's participation in the energy sector
• Develop and maintain effective working relationships with public authorities, local authorities, project beneficiaries, and other stakeholders to ensure their active participation and support in the project implementation
• Provide advice to the Capacity Building Support Director and project teams on best practices in resource management, planning, and activity execution, in line with program strategies, reference frameworks, and budgets

What it takes

• Diploma in Public Policy, Management, Economics, Operations Management, Infrastructure Development, International Development or related field
• At least 8 years of relevant professional experience in the electricity sector, including policy, regulation, governance, capacity building, and planning
• At least 5 years of leadership experience, including program management and team supervision
• Strong knowledge of regional electricity markets, commercial policies, regulation, and sector operations, as well as international best practices in regulation, pricing, public service governance, cost-effective investment planning, and private sector promotion
• Experience in designing and implementing capacity building and institutional development programs, preferably in the energy sector
• Proven experience in managing and delivering high-quality projects within budget and timelines
