Advisor Public Sector Reform and Capacity Development

The role

GIZ Syria is seeking an expert to advise and support Syrian institutional partners in planning, delivering, and anchoring training and further education for civil servants, as well as accompanying organizational change in public administration reform.

What you'll do

• Assess training and organizational development needs
• Plan, design, oversee, and deliver training measures
• Advise on change processes linked to public administration reform
• Support partners in developing procedural manuals
• Monitor and evaluate training and change measures
• Coordinate with colleagues across GIZ's Syria portfolio

What it takes

• Master’s degree in public administration, political science, law, public management, human resource management, education or a related field
• At least 5 years of professional experience in public administration, local governance, and capacity development
• At least 3 years of experience working with international organizations
• Strong communication and facilitation skills
• Professional fluency in written and spoken English and Arabic
• Experience working with public institutions and civil society organizations
