The role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a Public Finance Management Expert to support resilient recovery readiness in Timor Leste. The consultant will analyze and assess public finance management systems to draft a financial preparedness plan aligned with the Sendai Framework. This role involves close collaboration with government ministries and national stakeholders to validate findings and build capacity. The consultancy is a home-based position in Timor Leste lasting from July to December 2026.

What you'll do

  • Apply the UNDRR PFM assessment guide to analyze recovery frameworks in Timor Leste.
  • Conduct interviews with Ministry of Finance and disaster management officials to validate findings.
  • Draft a PFM for recovery assessment report and a financial preparedness plan.
  • Prepare presentation materials to support validation workshops and capacity building.
  • Facilitate stakeholder workshops and finalize technical reports based on feedback.

What it takes

  • Advanced university degree in Economics, Public Finance, Disaster Risk Management, or related field.
  • Minimum of 5 years of relevant experience in public finance, disaster recovery, or public sector coordination.
  • Proven experience in national finance systems with strong analytical skills.
  • Fluency in English and Tetum is required; Portuguese proficiency is desirable.
  • Experience in research related to disaster risk reduction is highly preferred.
