The role

The United Nations Office for Disaster Risk Reduction is seeking a consultant to develop a comprehensive national roadmap for the Early Warnings for All (EW4All) initiative in Vanuatu. The role involves conducting stakeholder mapping, performing a gap analysis of existing multi-hazard early warning systems, and facilitating national consultations to validate the roadmap. The consultant will work closely with national authorities to ensure the roadmap aligns with disaster risk management priorities and supports the goal of universal early warning coverage by 2027.

What you'll do

  • Conduct stakeholder mapping and desktop reviews of existing EWS frameworks.
  • Design and implement interviews and surveys to identify needs and gaps.
  • Perform a comprehensive gap analysis across the four pillars of early warning systems.
  • Develop and cost a national roadmap for EW4All implementation.
  • Support national authorities in the validation and formal endorsement of the roadmap.

What it takes

  • Bachelor's degree in Disaster Risk Management, Social Sciences, Economics, or Public Administration.
  • Minimum of 5 years of experience in disaster risk management or resilience in the Pacific region.
  • Proven experience in drafting strategic planning documents and reports.
  • Strong facilitation skills for conducting multi-stakeholder consultations.
  • Fluency in English.
