The role
The Manager Gouvernance is responsible for overseeing the successful implementation of the Regional Electricity Project, ensuring alignment with Compact and national development priorities, and supporting regulatory reforms and market operations in West Africa.

- Plan, implement, monitor, and evaluate the Regional Electricity Project, ensuring alignment with Compact and national development priorities.
- Follow and evaluate project performance, propose necessary adjustments, and ensure the achievement of expected objectives and results.
- Identify and report operational and programmatic issues related to the design and implementation of the Regional Electricity Project and its activities.
- Provide technical support and contribute to capacity building of regional stakeholders to support regulatory reforms, market monitoring, and contract implementation.
- Develop and maintain market rules and associated management systems.
- Collect, analyze, and exploit regulatory data and performance benchmarking exercises.
What it takes
- Master's degree in public policy, economics, energy policy, management, economics, governance, political science, international development or related fields
- At least 8 years of professional experience in relevant coordination or management roles
- At least 5 years of leadership experience, including project and team management
- Excellence in regulatory development, benchmarking, and operations, with international best practices in sector regulation, tariff setting, public service governance, cost-effective investment planning, and private sector investment frameworks
- Experience in rule-making, market monitoring, and system implementation, preferably in the energy sector
