The role

Resolve to Save Lives is hiring a Technical Advisor to lead institutional strengthening and delivery efforts across National Public Health Agencies in Ethiopia, Nigeria, Zambia, and the DRC. The role focuses on optimizing administrative systems, leadership development, governance, and resource mobilization to support epidemic preparedness. This is a 24-month fixed-term position requiring international travel and collaboration with global health partners.

What you'll do

  • Provide hands-on technical assistance to NPHI teams to improve administrative workflows and delivery.
  • Coach senior officials on strategic decision-making, change management, and leadership.
  • Develop and document replicable methodologies for institutional strengthening across countries.
  • Manage workstreams and report milestones to global leadership and donors.
  • Facilitate peer learning and knowledge exchange between international country teams.

What it takes

  • Master’s degree in Public Health, Global Health, Public Administration, or related field.
  • 8+ years in public health or global development with 5+ years managing complex programs in LMICs.
  • 3+ years working directly with government entities on health system strengthening.
  • Proven experience in strategic assessments and designing training for government officials.
  • Strong analytical skills with the ability to diagnose institutional bottlenecks.
  • Excellent written communication and cross-cultural interpersonal skills.
