The role

Catholic Relief Services is seeking a Technical Advisor II to join the Humanitarian Response Department's MBRRR team. This role provides expert technical guidance on cash, market-based programming, and emergency food security initiatives across global Country Programs. The advisor will support program design, capacity building, and proposal development while ensuring high-quality implementation in crisis settings. This position is a temporary 18-month engagement supporting the organization's rapid response initiatives.

What you'll do

  • Provide technical guidance on program design and implementation for food security and market-based projects.
  • Develop and deliver capacity-building initiatives, training, and mentoring for regional staff and partners.
  • Lead or contribute to the technical design of complex humanitarian grant proposals.
  • Support monitoring, evaluation, and knowledge management to capture program impact and lessons learned.
  • Establish and maintain relationships with donors and peer humanitarian organizations.

What it takes

  • Master’s degree in international development or a related field.
  • Proficiency in English plus at least one of French, Spanish, Portuguese, or Arabic.
  • Proven experience working within an International Non-Governmental Organization (INGO).
  • Demonstrated expertise in market assessments and emergency food security programming.
  • Ability and willingness to travel internationally up to 50% of the time.
