The role

The Senior MEAL Advisor will lead the monitoring, evaluation, accountability, and learning (MEAL) architecture for the 5-year NOURISH multi-country grant project. This role focuses on strengthening maternal nutrition data systems and supporting government monitoring frameworks across eight African countries. The advisor will provide technical leadership in data quality improvement, indicator standardization, and learning strategies to drive results-based decision-making. The position manages the Information Management & Reporting Officer and reports to the Sr. Consortium and Project Director.

What you'll do

  • Lead the development and implementation of the investment-level MEAL plan and Performance Measurement Framework.
  • Develop and operationalize an investment-level learning strategy to synthesize evidence for decision-making.
  • Provide technical guidance to partners on data quality improvement and standardization across national health systems.
  • Strengthen government-owned monitoring data systems including DHIS2, HMIS, and LMIS integration.
  • Manage the Information Management & Reporting Officer and ensure compliance with data protection policies.

What it takes

  • Master’s degree in Public Health, Epidemiology, M&E, Data Science, or related field.
  • Over 10 years of experience in MEAL roles within health or nutrition programs in LMIC contexts.
  • Demonstrated experience strengthening national monitoring and data systems.
  • Proficiency with statistical and visualization tools such as Stata, R, Power BI, and DHIS2.
  • Proven knowledge of major donor rules and experience with donor-funded multi-country projects.
