The role

The UNEP Ukraine office is seeking a Senior Infrastructure and Economic Analysis Engineer to be embedded within the Ministry of Development of Communities and Territories in Kyiv. This role focuses on the technical and economic appraisal of infrastructure investments registered in the DREAM digital ecosystem to ensure alignment with green recovery principles. The incumbent will review engineering designs, coordinate with international financial institutions, and provide strategic advisory services to support Ukraine's sustainable reconstruction efforts.

What you'll do

  • Conduct technical reviews of infrastructure project proposals within the DREAM platform.
  • Perform economic viability and fiscal sustainability assessments for infrastructure projects.
  • Review technical specifications, bills of quantities, and engineering designs.
  • Advise Ministry departments on technical and economic aspects of recovery investments.
  • Identify risks related to project costs, technical shortcomings, and implementation delays.
