The role

Action Against Hunger is seeking a Regional MEAL and Learning Specialist to provide strategic leadership for monitoring, evaluation, accountability, and learning systems across Ethiopia, Somalia, and Djibouti. The role involves managing the program's Results Framework, overseeing baseline and endline evaluations, and ensuring data quality for a regional disaster preparedness program. The ideal candidate will possess extensive humanitarian MEAL experience, technical expertise in anticipatory action or climate-informed programming, and the ability to travel across the Horn of Africa.

What you'll do

  • Design and implement a consortium-wide MEAL system across Ethiopia, Somalia, and Djibouti.
  • Lead baseline, mid-term, and endline evaluations using rigorous mixed-methods approaches.
  • Manage program Results Frameworks, data-quality standards, and donor reporting for DG ECHO.
  • Oversee digital data-collection tools and accessible community feedback mechanisms.
  • Provide technical leadership, capacity building, and mentorship to regional and country MEAL teams.

What it takes

  • Minimum 7 years of progressively responsible MEAL experience in the humanitarian sector.
  • At least 3 years of experience in a senior regional or multi-country MEAL coordination role.
  • Bachelor’s or Master’s degree in M&E, Development Studies, Statistics, or a related field.
  • Technical knowledge of anticipatory action, early-warning systems, or climate-risk management.
  • Proven proficiency in KoboToolbox, ODK, and statistical analysis tools.
