The role

The Programme Officer - Technology Transfer Policy (APCTT) will support the planning, implementation, and further development of APCTT's technology transfer portfolio, including capacity-building activities for technology transfer offices and the development of a regional TTO Network, as well as research and knowledge-product work on technology transfer.

What you'll do

  • Support the design, coordination, and implementation of capacity-building activities for technology transfer offices and related institutions.
  • Support the establishment, operation, and expansion of a regional TTO Network.
  • Contribute to country and regional mapping of technology-transfer institutions, programmes, policies, and support mechanisms.
  • Support the development of the Asia-Pacific Technology Transfer Report.
  • Collect, organize, and analyse qualitative and quantitative information on technology-transfer ecosystems, institutional arrangements, policies, TTO capacity, technology commercialization, and cross-border technology transfer.

What it takes

  • Master's degree
  • At least 3 years of professional experience in technology transfer, innovation policy, technology commercialization, research and innovation management, capacity-building, international development, or other relevant programmes.
  • Experience working with technology transfer offices, universities, research institutions, innovation agencies or public-sector science, technology and innovation programmes.
  • Demonstrated ability to conduct policy and programme research, collect and analyse qualitative and quantitative information, and synthesize findings into clear analytical products.
  • Excellent interpersonal skills and demonstrated ability to work inclusively and collaboratively with government officials, universities, research institutions, TTOs, private-sector stakeholders, experts and international organizations across different cultural and institutional settings.
  • Demonstrated ability to use generative AI tools to support research, drafting, data analysis.
