The role

The United Nations Human Settlements Programme is seeking a Programme Management Officer, Administration in Nairobi, Kenya. The role involves programme implementation, human resource management, budget and finance, and general administration.

What you'll do

  • Provides inputs on administrative and procedural issues related to programme/project and budget formulation, implementation, monitoring and reporting
  • Coordinates with donor representatives, project staff and other partners on financial and administrative matters related to programme and project development
  • Drafts agreements with partners as part of the support provided to the programmes
  • Administers implementing partners including planning, budgeting, selection, capacity assessments, review of agreements of cooperation, reporting, performance evaluation, monitoring the implementation audit observations, and closing
  • Supports and coordinates the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued
  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan

What it takes

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, economics, programme/project management, international development or related area
  • A minimum of five (5) years of progressively responsible professional experience in programme/project management, programme administration, budget, financial management, accounting, or related field
  • A minimum of three (3) years of progressively responsible experience in the administration and financial management of implementing partner agreements
  • Experience in programme/project financial management, including budget formulation and preparation and, monitoring, expenditure analysis, resource forecasting, financial reporting, and analysis, and financial compliance
  • Experience in the administration and financial management of technical cooperation programmes
  • Experience in using enterprise resource planning (ERP) systems is desirable
