The role

The National Data Adviser will provide focused technical support to strengthen the quality, reliability, and usability of priority datasets within the Ministry of Social Affairs in Lebanon.

What you'll do

  • Engage with Ministry of Social Affairs leadership, technical teams, and stakeholders to identify priorities, define methodologies, and develop a realistic workplan.
  • Assess priority datasets, systems, tools, and existing analytical products to identify data quality issues, inconsistencies, duplication, and operational risks.
  • Clean, validate, reconcile, and maintain priority datasets, with particular attention to displacement, beneficiary, and payment-related data.
  • Design and implement practical data cleaning, validation, and deduplication approaches, including the development of scripts and methodologies where appropriate.
  • Develop, improve, and maintain decision-ready dashboards and analytical products that support operational and strategic decision-making.
  • Produce analytical briefs and insights on key trends, geographic coverage, and programme performance, presenting findings to stakeholders for review and validation.

What it takes

  • 5 to 7 years of professional experience in data analysis, data management, or a closely related field, including work with large and complex datasets.
  • Demonstrated ability to deliver high-quality analytical outputs and results within challenging timelines and evolving operational contexts.
  • Strong technical proficiency in Python and/or R, SQL, Power BI and/or Tableau, and advanced Microsoft Excel.
  • Proven experience in data cleaning, validation, deduplication, data visualisation, and the development of decision-support products.
  • Experience within humanitarian, emergency response, social protection, public sector, or government data systems is highly desirable.
  • Strong analytical, communication, prioritisation, and problem-solving skills.
