The role

The Resident Coordinator System is seeking a National Consultant to serve as an Evaluation Team Member for the final assessment of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Libya. The consultant will support the evaluation team by conducting desk reviews, facilitating stakeholder consultations, and performing data collection and analysis across various Libyan regions. This role is essential for providing credible findings and actionable recommendations to inform future UN strategic programming in the country.

What you'll do

  • Support the UNSDCF evaluation process in accordance with UNEG norms.
  • Conduct desk reviews of strategic and programmatic policy documents.
  • Map stakeholders and facilitate interviews, focus groups, and workshops.
  • Participate in field visits to collect and analyze qualitative and quantitative data.
  • Assist in drafting evaluation reports and incorporating stakeholder feedback.

What it takes

  • Advanced university degree in evaluation, development studies, or social sciences.
  • Minimum 3 years of professional experience in development project monitoring and evaluation.
  • Excellent command of Arabic and a good working knowledge of English.
  • Strong knowledge of the UN system and common country programming processes.
  • Ability to work effectively in a multidisciplinary team under tight timelines.
