The role
The Riverside County Transportation Commission (RCTC) is seeking a mission-driven MSHCP Compliance Manager to support the Western Riverside County Regional Conservation Authority. This role is responsible for overseeing the implementation of a major habitat conservation plan that protects 146 species across 500,000 acres. The manager will lead the permitting compliance team, review applications, manage consultant contracts, and provide technical guidance to stakeholders and public boards.

- Lead the RCA’s permitting compliance team and oversee JPR/HANS application reviews.
- Manage consultant contracts and draft policy updates for the organization.
- Present technical reports and project updates to boards and committees.
- Provide guidance to public agencies and applicants regarding conservation regulations.
- Ensure compliance with federal and state environmental laws.
What it takes
- Bachelor’s degree in Biological Sciences, Ecology, Environmental Studies, or related field.
- Minimum of seven years of professional experience in natural resource or regional conservation planning.
- Strong knowledge of CEQA, NEPA, ESA, Clean Water Act, and CA Fish and Game Code.
- Excellent communication and leadership skills with the ability to manage complex regional issues.
- Prior experience with the Western Riverside County MSHCP is highly desirable.
