Liberia - National Data Expert

The role

The expert will provide a robust, verifiable evidence base underpinning delivery of both outputs of the project as per to the above. Key contributions include a source-referenced partner mapping matrix of NDC support in Liberia, technical documentation of an inclusive consultation process with participation records, a validated climate-finance evidence base underpinning the Updated NDC Investment Plan, the technical documentation of the national validation workshops, and technical inputs to the EPA, MFDP and sectoral focal points throughout draft review and final endorsement of both plans.

What you'll do

• Design and lead the partner consultation process, including the stakeholder-outreach strategy, agenda-setting and authoritative documentation of proceedings, and compile and validate the partner mapping matrix in coordination with the NDC Implementation, Investment Planning and MRV Expert.
• Curate and validate the data and information inputs required for the multi-criteria analysis, including the review of and alignment with the county climate action plans, and produce an authoritative record of its prioritisation process.
• Prepare the technical documentation of the consultations in Monrovia and produce revision logs on how stakeholders’ inputs where integrated into deliverables.
• Undertake and quality-assure the upload of the endorsed Implementation Plan onto the NDC Partnership online tool, ensuring accurate and verified entry of all activities and indicators in close collaboration with the NDC-P support unit and EPA.
• Compile and validate sector data, indicator baselines and sources, and deliver training to EPA and line-ministry staff on the use and update of the tools.

What it takes

• Bachelor’s Degree in public policy, economics, environmental management, development studies, finance, or a related field but Advanced university degree (Master's preferred) in environmental science, climate change, natural resource management, development studies, statistics, public policy, or a related field.
• At least nine (9) years of senior-level experience advising government institutions and development partners in Liberia, on climate change, environment, or sustainable development programmes.
• Demonstrated working knowledge of the sectors prioritised in Liberia's NDC including ag-riculture and food security, forestry and land use, coastal zone protection, water re-sources, energy, waste, and transport with the ability to translate sector-specific mitiga-tion and adaptation targets into costed, financeable investment priorities.
• Demonstrated expertise in designing data collection systems in national or international development contexts, preparing technical inputs to high-level multi-stakeholder consultations, and in producing authoritative documentation and analytical reports.
• Proven expertise in compiling, validating and quality-assuring project data, and in managing structured datasets with rigorous source referencing.
• In-depth knowledge of Liberia’s institutional landscape relevant to NDC implementation and climate finance, including EPA, the Ministry of Finance and Development Planning (MFDP), key line ministries, and county-level structures, is a strong asset.
