The role

The Resident Coordinator's Office in Libya is seeking an International Individual Contractor to assist the UNCT Analytical Team in drafting the 2026 United Nations Country Analysis (UNCA). The consultant will consolidate multi-sectoral data, conduct foresight and system analysis, and synthesize complex findings into a strategic document. This role involves coordinating with key stakeholders, including government and civil society, to ensure an inclusive and evidence-based analytical product. The engagement is expected to last four months and focuses on informing the next UN planning framework.

What you'll do

  • Consolidate and triangulate multi-sectoral data and existing assessments.
  • Draft and edit the 2026 UN Country Analysis for Libya.
  • Conduct foresight and systems analysis to identify emerging risks and trends.
  • Facilitate inclusive consultations with government, civil society, and international stakeholders.
  • Coordinate with the RCO Economist to ensure evidence-based strategic outputs.

What it takes

  • Master’s degree in development studies, economics, public policy, or related social sciences.
  • Minimum of 10 years of professional experience in strategic planning or country assessments.
  • Proven experience drafting UN Country Analyses, UNSDCFs, or similar strategic analytical products.
  • Demonstrated ability to apply systems thinking and multidimensional risk analysis.
  • Fluency in English is required; knowledge of the MENA region and Arabic is highly desirable.
