The role
The International Consultant on Strategic Planning will conduct a situational analysis, organize stakeholder consultations, and develop a revised strategic plan for the Office of the High Commissioner for Human Rights.
What you'll do
- Conduct a desk review of the existing 2023–2028 Development Strategy against the 2025 Capacity Assessment and the SCA Paris Principles requirements
- Develop a technical inception report outlining the methodology for the mid-term review focusing on a Human Rights-Based Approach (HRBA)
- Organize and facilitate technical consultations with Ombudsperson’s Office staff, government agencies, civil society organizations, and international partners
- Lead specialized sessions with civil society organizations and human rights defenders to identify ways to strengthen pluralism and cooperation
- Draft the updated 5-year Strategic Plan, embedding the specific legislative and operational milestones needed for re-accreditation directly into the institution’s core goals
- Provide a set of technical briefs for leadership on operationalizing the new strategic priorities, including merit-based staff selection and expanded civil society partnerships
What it takes
- Advanced university degree (Master's degree or equivalent) in law, political science, international relations, economics, or related field
- Minimum of 7 years of professional experience in institutional development, strategic planning, or the strengthening of National Human Rights Institutions
- Proven experience in conducting technical legal analysis and aligning national frameworks with international standards, specifically the Paris Principles and GANHRI accreditation requirements
- Familiarity with the UN human rights system
- Experience in facilitating high-level multi-stakeholder consultations
- Strong expertise in Results-Based Management (RBM)
