The role

The United Nations Office on Drugs and Crime (UNODC) is seeking an International Consultant to support the WasteNet project by conducting a gap analysis of environmentally sound management (ESM) standards for recycling facilities. The role involves assessing regulatory frameworks in Indonesia, Malaysia, Thailand, and Viet Nam against international requirements and facilitating multi-stakeholder national consultations. The consultant will produce technical reports, regional policy briefs, and actionable recommendations to align national waste management systems with circular economy principles. This consultancy requires expertise in waste policy, stakeholder engagement, and human rights mainstreaming.

What you'll do

  • Develop a comprehensive project workplan and risk management strategy.
  • Conduct a desk-based gap analysis of ESM standards for recycling facilities in four target countries.
  • Design and facilitate four national multi-stakeholder consultations.
  • Draft detailed country-specific reports and a consolidated regional analytical brief.
  • Integrate human rights, gender equality, and LNOB safeguards into all project deliverables.

What it takes

  • Advanced university degree in Circular Economy, Waste Management, or Sustainability.
  • Minimum 7 years of experience in circular economy or waste policy.
  • Expert knowledge of the Basel Convention.
  • Proven experience in regulatory gap analysis and multi-stakeholder engagement.
  • Fluency in English with excellent technical drafting and communication skills.
