The role
The ICT Policy and Sustainable Digital Transformation Consultant will conduct a comprehensive policy review of existing frameworks in Kenya, identify gaps, and develop actionable recommendations for sustainable digital governance.
What you'll do
- Conduct an inception phase and develop a comprehensive workplan and methodology for the policy review assignment
- Undertake a desk review of existing ICT, digital transformation, digital platform governance, sustainability, and green technology policy frameworks relevant to Kenya
- Develop a stakeholder engagement plan outlining the consultation approach, timeline, and methods for each category of stakeholder
- Prepare and submit the first draft Desk Review Report analyzing ICT and digital transformation policies and their alignment with sustainability principles
- Identify existing green technology incentive mechanisms in Kenya and assess their effectiveness and coverage against international benchmarks
What it takes
- Advanced university degree (master’s degree or equivalent) in Public Policy, Information and Communication Technology (ICT), Digital Transformation, Environmental Policy, Sustainable Development, Governance, Law, or a related field
- 10+ years of relevant experience in policy analysis, digital transformation, ICT governance, or sustainability-related initiatives
- Proven experience in multi-stakeholder engagement, including collaboration with government institutions, development partners, private sector, and civil society
- Policy and regulatory frameworks review, gap analyses, and actionable policy recommendations development, particularly in areas related to digital platforms, environmental sustainability, and governance
- Familiarity with Kenya’s digital policy landscape and global frameworks on sustainable digital transformation is highly desirable
- Experience working with the UN system or international development organizations is desirable
