The role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking an expert to develop and validate Standard Operating Procedures (SOPs) for Niger's Centre Opérationnel de Veille, d’Alerte et de Conduite des Crises (COVACC). The consultant will focus on strengthening operational coordination and streamlining communication mechanisms for early warning and disaster response. This home-based consultancy is for a 6-month duration, requiring close collaboration with national authorities and stakeholders.

What you'll do

  • Develop a comprehensive SOP document covering operational and communication procedures for COVACC.
  • Define roles and responsibilities for stakeholders across national, regional, and local levels.
  • Standardize information management and multi-hazard early warning dissemination processes.
  • Establish internal and external communication protocols for alerts and crisis updates.
  • Facilitate a validation workshop and provide regular progress reports to the Programme Management Officer.

What it takes

  • Advanced university degree in disaster risk management, risk analysis, or a related social science field.
  • Minimum 5 years of experience in disaster risk reduction, crisis management, or early warning systems.
  • Proven experience in the elaboration or revision of SOPs and emergency coordination mechanisms.
  • Fluency in French and knowledge of English.
  • Familiarity with the disaster risk management institutional framework in Niger or the Sahel region is highly desirable.
