- At least 5 years of professional experience in governance, public sector reform, institutional capacity building, or rule of law in Togo or similar contexts
- Experience in contributing to governance and peace and security evaluations
- Solid understanding of the political and institutional context of Togo, including recent trends in governance, reforms, and security, resilience, and social cohesion initiatives
- Good knowledge of inclusive governance principles, citizen participation, and anti-corruption
- Ability to conduct consultations with stakeholders (government actors, CSOs, and marginalized groups) in a culturally sensitive manner
