The role

The Office of the Victims’ Rights Advocate is seeking a consultant to design a comprehensive, system-wide funding model for victim assistance across UN peacekeeping, humanitarian, and development contexts. The role involves mapping existing funding mechanisms, analyzing cost drivers, and proposing a hybrid financing framework that ensures sustainability and transparency. Additionally, the consultant will support the development of a pilot project for trust funds specifically in the Democratic Republic of the Congo. This 6-month contract requires deep expertise in international development financing and UN budgeting processes.

What you'll do

  • Conduct mapping and analysis of existing UN victim assistance funding streams.
  • Develop options for a hybrid funding model including governance and accountability structures.
  • Perform targeted consultations with UN entities, donors, and implementing partners.
  • Design a proposal for a pilot trust fund initiative in the DRC.
  • Provide recommendations for implementation and sustainability of the funding framework.

What it takes
