The role

The Consultant will be expected to produce: 1. Enhanced UNSMIL capacity to advance the implementation of the economic governance recommendations emerging from the Structured Dialogue through timely, evidence-based political economy analysis and strategic policy advice. 2. Strengthened engagement and consultation with relevant Libyan economic and financial institutions, technical experts, and other stakeholders to support consensus-building and the operationalization of priority economic governance reforms. 3. High-quality analytical products, including policy briefs, briefing materials and strategic recommendations, produced to inform UNSMIL's engagement and decision-making on economic governance priorities. 4. Actionable policy options and practical implementation pathways developed for priority economic governance reforms, including assessments of feasibility, stakeholder interests, risks, and sequencing. 5. Improved understanding among UNSMIL leadership of the political economy dynamics shaping economic governance reforms, enabling more informed decision-making and strategic engagement with Libyan stakeholders. 6. A comprehensive end-of-year synthesis report prepared, in close coordination with members of the Integrated Economic Unit and under the guidance of the Head of Unit, consolidating political economy analysis, stakeholder consultations and policy recommendations to inform UNSMIL's engagement on priority economic governance reforms and implementation pathways.

What it takes

  • Advanced university degree in economics, development studies, political economy, public policy, governance, public administration, international relations or a related field
  • At least 5 years of progressively responsible experience in political economy analysis, economic governance, and public policy
  • Fluency in Arabic and English
  • Experience engaging with national institutions, policy experts, international organisations and development partners on reform and stabilization issues
  • Strong understanding and experience in Libya’s political economy, governance landscape and institutional environment
  • Experience supporting policy dialogue, reform processes, or the implementation of governance-related recommendations at the national or institutional level
