The role

The Chief of Section, Aviation Security/Faciliatation is responsible for leading and managing the Facilitation (FAL) Section within the Air Transport Bureau at the International Civil Aviation Organization. The role involves overseeing various work programmes related to aviation security, facilitation, traveller identification management, and PKD programme.

What you'll do

  • Lead and manage the facilitation and all related work programmes and items included in Annex 9, achieving results such as: ensure integrated, comprehensive and timely analysis, planning, delivery, assessment and reporting of facilitation-related projects and activities by developing overall strategic and policy direction.
  • Ensure coordination with other sections within ICAO on Facilitation-related matters, including the auditing of various Annex 9 Standards under the Universal Security Audit Programme and the Universal Safety Oversight Audit Programme.
  • Promote States’ compliance with Annex 9 SARPs.

What it takes

  • An advanced level university degree (Masters’ degree or academic equivalent) in a civil aviation-related field, international affairs, public/business administration, security or law, or related field
  • A minimum of ten (10) years’ experience in progressively responsible positions with accountability for work related to facilitation of border clearance, issuance of MRTDs, and/or managing facilitation, border clearance-related programmes or other domains of air transport facilitation.
  • Experience with the legal framework of travel document issuance and border management.
