The role
The Analyst/Program Lawyer is responsible for strategic and technical support to the project implementation of RGDL, ensuring legal compliance and security, and promoting local governance and economic development in Chad.
What you'll do
- Provide strategic and technical support for the implementation of the RGDL project's three pillars: institutional engineering, social accountability, and mobilization of local financial resources.
- Support government ministries and autonomous communities in executing the National Decentralization Roadmap (FDR-D) aligned with Tchad Connexion 2030 NPD.
- Ensure legal compliance of project activities with the decentralization legal framework and UNDP standards.
- Develop and execute resource mobilization strategies, including drafting memorandums of understanding and letters of agreement.
- Facilitate partnerships with various stakeholders, including government agencies, civil society, private sector, and international organizations.
What it takes
- Advanced university degree (Master's or equivalent) in public law, political science, public administration, international relations, conflict management, or related fields.
- At least 2 years of relevant national or international experience in project design, management, monitoring, and evaluation, including gender integration.
- Experience in local development or institutional reform is required.
- Excellent command of French (oral and written) is mandatory; proficiency in English at a professional level is an asset.
